I think it works out to that if you include the Little Sister books.
According to Wikipedia, they started doing a book a month at the beginning of 1988, with book #9, which is a lot sooner than I thought. Someone at Scholastic was able to spot the BSC's cash cow potential way early on!

I think there was quite a bit of foreshadowing of Stacey's Emergency. As early as #31 or #32, Stacey's tiredness was mentioned and it seemed pretty consistent in the books up to #43.

Mallory joining the club was foreshadowed a lot. In most of the pre-junior officer books, they mention that Mallory is a big help when sitting for her siblings. When I started re-reading the series, all of the random mentions about how helpful she is really jumped out at me.

Yeah thats true, its almost like they got rid of Stacey to put Mallory and Jessi(the token black chick) in the series.

Mallory joining the club was foreshadowed a lot. In most of the pre-junior officer books, they mention that Mallory is a big help when sitting for her siblings. In one of the earlier books, someone actually says, "Maybe one day the Baby-sitters Club will be a huge organization, and Mallory will be part of it," but I don't remember who said it or in what book. (And I can't look through my books right now, because my boyfriend won't be able to sleep if I turn on the light.) I was the one who mentioned the foreshadowing in Stacey's Movie, and I wrote that other post when I had only read the first two chapters of the book. After reading Alan's interview, it also seems like foreshadowing of the Claudia/Alan relationship in FF -- Alan wanting people to take him more seriously, and also playing a trick on Claudia in particular, because at least then she'd think about him for the rest of the day.

So it sounds like they were fairly reasonably planned! Just... not as well edited

In Goodbye Stacey, Goodbye, Dawn says that maybe they can get TWO junior members and Kristy is like "well, I don't know where we'd find TWO, but let's call mallory!"

I finished rereading Kristy's Worst Idea, and there's some not-too-clumsy foreshadowing of Claudia's trouble with school that leads her to repeat seventh grade. I thought Stacey's Emergency was foreshadowed for a really long time -- it seemed like books published a year before Stacey's Emergency contained mentions of how tired Stacey seemed lately. That's a whole eighth grade in advance!

I noticed two things that might have been foreshadowing. In MA and the Memory Garden, there is mention of smoke alarms and fire hazards in her house. I think it said her dad worried about fire and had new alarms installed. Possible foreshadowing to The Fire at MA's House. In Aloha Baby-Sitters, Stacey's jealousy of that Sue girl who is hitting on Robert and her conflicts with him possibly foreshadow their breakup. Nice to see some continuity in the books.

Mallory's mono was also foreshadowed for a book or two, I believe, but I don't have any of those books in my collection (sadness!) so I'm not 100% sure.

I was just skimming through the book before it (Jessi and the Bad Baby-sitter) recently, so I know it's definitely foreshadowed in that one.

Other common instances in early books were MA and Dawn's parents getting married and Emily's adoption (Elizabeth "having another kid") in Dawn on the Coast.

Stacey's leaving the club was foreshadowed a bit in Jessi and the Troublemaker. Stacey needed Mary Anne and Jessi to cover for a couple of her jobs. This was even referenced in Stacey vs. the BSC.
