I'm going to go with Cokie Mason, her ilk, Clarence King and Alan Gray at times.

Definitely Cokie.
Alan Gray was sometimes a bully, maybe more when they were younger. In Mary Anne's portrait book, she mentions Alan teasing her before Kristy threatens to beat him up.

Clarence King.
Alan’s general arc is that he’s a pest before flanderization set in. Grace and Cokie show shades of this, but they had their good moments like grace in mystery 21 or Cokie like in mystery 19. Clarence doesn’t really have something redeemable about him.

I’m gonna say Cokie as well, she seems more like ringleader to her friends and only has two books were she was decent in. Cokie and Clarance.

Alan had really inconsistent characterization. Sometimes, he was a bully. Sometimes, he was the goofy class clown. And sometimes, he was friends with the BSC. Kristy goes to the Final Fling with him in Kristy's Big Day!

Kristy goes to the Final Fling with him in Kristy's Big Day! There’s also one random chapter in a book where he’s eating lunch with them (I wish I could remember which). I dont know if I’d count Alan as a bully.

Alan was trying to change by the end of the series and dating Claudia. I see him more in the pest category at SMS and by high school probably as one of those kids that float from group to group.
