There are a million ghost/paranormal movies out there. I tried to think of actual characters with names and not just creepy things happening.

I want to vote between Sam and Casper. I loved Sam's interactions with Oda Mae, they were funny. Then there's Casper, who's a friendly ghost. That being said, I want to add Casper's three uncles, in particular for scaring Vic and Amber, saving Kat's party in the process while getting in a good laugh at the same time.

Sam all the way. Everyone else needs a qualifier but his movie is just Ghost. He also uses his powers for the widest range of possibilities - haunting people but also slow dancing.

Beetlejuice Beetlejuice Beetlejuice! I enjoyed Adam and Barbara, also. They were sweet and incompetent ghosts. All they wanted was their house back. It was excellent use of the "Day-O" song.
I also picked Casper because Devon Sawa was A+ casting in my young eyes. Lol.
Stay-Puft is a cutie. It was the only good part of Ghostbusters: Afterlife.
