That's a really common term in the states to refer to black Americans of African descent. It's not without its own problems, but it's much nicer than other terms used for black people, and in the 90s it was considered easily the most polite term available.

There was a point in the fandom when people made fun of how often Jessi's race was mentioned. On re read, it's actually not THAT often. Yes, in every chapter 2 (and sometimes in kind of a weird way), but I don't think that counts, since it's am introduction to the characters and we're supposed to get a picture of how they all look. Really not brought up as often as people think.

I agree that the heavy handedness made it weirder than necessary. There were a lot of chapter twos that described her with flowery language that hinted at blackness but not coming out and saying it. I think they were trying to be very sensitive towards Jessi but went overboard romanticizing her appearance.
